Informational Meeting for the “Place”-A Proposed Navigation Center for Unsheltered Adults

Dear Community Stakeholders~

A collaborative of over 25 public and private stakeholders have been meeting to plan a navigation center for unsheltered adults in Shasta County. “The PLACE” will be a navigation center with temporary housing and multiple services to assist unsheltered adults, including populations currently excluded from other local shelters, overcoming barriers contributing to homelessness and navigating towards permanent supportive housing. The PLACE will:

·     Consist up to 70 shelter beds for non-violent individuals unable to be served at the mission;

·     Provide substance use and mental health screening, case management, showers, laundry and a kennel;

·     Offer support for persons wanting to be reunited with family or friends in another location;

·     Provide outreach and placement for community treatment programs, supportive housing resources, while coordinating with local providers for additional co-located services;

·     Remain engaged with law enforcement to ensure safety of community and individuals at the facility; and,

·     Continue ongoing research and monitoring of other navigation centers to ensure sustainability.

The community will benefit from this effort by:

·     Reducing individuals living unsheltered with posi­tive exit towards permanent supportive housing;

·     Enforcing local ordinances allowing law enforcement to relocate unsheltered individuals;

·     Reducing number of encampments, communicable disease risk, and environ­mental clean-up costs in Redding; and,

·     Increasing fire prevention and safety.

A lot of progress has been made in a very short time. The collaborative has been working diligently and has toured other similar facilities in California, identified potential services, developed workflow drafts, visited potential properties, and identified budget and potential financing. To date, the project has advanced with implementation of a pilot sobering center at the Empire Recovery Center, secured $1.7 million in funding from the Homeless Emergency Assistance Program and completed a review of properties by an architect with funding provided by the City of Redding.   At this time, the PLACE will be developed in phases with the goal of co-locating medical respite services to address persons too ill or frail to recover from a physical illness or injury, sobering services for non-violent intoxicated individuals an area to rest and recover until they are sober, and expanding additional co-located services as resources allow.

 

The purpose of this correspondence is to invite you to an informational meeting on Tuesday, April 9, 2019 from 8:30-10:00 a.m.atthe Veterans Hall located at 1605 Yuba Street to discuss the PLACE.  During this meeting we will provide an update on our planning activities, solicit feedback to various components of the center and facilitate a Q & A session.
